COMPETENCY-BASED HR: THE PHILIPS EXPERIENCE

Curriculum Vitae

Mr. Dizon is a graduate of the University of the Philippines where he earned a degree in Bachelor of Science in Industrial Engineering. After college, he took up Masters in Science in Information Management at the Ateneo Computer Technology Center. At present, Mr. Dizon is the Human Resources Management Director of Philips Semiconductors Calamba.  He is concurrently heading the Philips People Services group, providing HR shared services to all Philips sites in the Philippines. His field of experience is in Human Resources encompassing formulation and implementation of strategies and policies on human resource management, specifically in the areas of organizational development, performance and rewards management, management development, industrial relations and corporate quality improvement.

 

Description of the Talk

Adapting competency based HR systems started off as an ambitious project that Philips Semiconductors Calamba embarked on early in its history.  The challenges of installing a new system based on unfamiliar and untested approaches were overcome by strong management support, the right deployment strategy and a keen desire for excellence on the part of its people.  In a matter of one year the competency-based framework was instituted in the areas of recruitment, employee development, performance management and even in compensation.  Systems that were developed were soon replicated in other sites of Philips Semiconductors in Asia Pacific.

This is the story behind this success.
